A needs assessment is a systematic process for determining and addressing needs, or "gaps" between current conditions and desired conditions or "wants". The discrepancy between the current condition and wanted condition must be measured to appropriately identify the need. The need can be a desire to improve current performance or to correct a deficiency.[1]
A needs assessment is a part of planning processes, often used for improvement in individuals, education/training, organizations, or communities. It can refine and improve a product such as a training or service a client receives. It can be an effective tool to clarify problems and identify appropriate interventions or solutions.[2] By clearly identifying the problem, finite resources can be directed towards developing and implementing a feasible and applicable solution.[3] Gathering appropriate and sufficient data informs the process of developing an effective product that will address the groups needs and wants.[4] Needs assessments are only effective when they are ends-focused and provide concrete evidence that can be used to determine which of the possible means-to-the-ends are most effective and efficient for achieving the desired results.[5

What are the major differences among Web 1.0, 2.0 and 3.0?
Web 1.0
It is the “readable” phrase of the World Wide Web with flat data. In Web 1.0, there is only limited interaction between sites and web users. Web 1.0 is simply an information portal where users passively receive information without being given the opportunity to post reviews, comments, and feedback.
Web 2.0
It is the “writable” phrase of the World Wide Web with interactive data. Unlike Web 1.0, Web 2.0 facilitates interaction between web users and sites, so it allows users to interact more freely with each other. Web 2.0 encourages participation, collaboration, and information sharing. Examples of Web 2.0 applications are Youtube, Wiki, Flickr, Facebook, and so on.
Web 3.0
It is the “executable” phrase of Word Wide Web with dynamic applications, interactive services, and “machine-to-machine” interaction. Web 3.0 is a semantic web which refers to the future. In Web 3.0, computers can interpret information like humans and intelligently generate and distribute useful content tailored to the needs of users. One example of Web 3.0 is Tivo, a digital video recorder. Its recording program can search the web and read what it finds to you based on your preferences.

أهمية التوثيق في حياتنا
لعل من أفضل الأمثلة للتدليل على أهمية التوثيق تكمن في قصة اختراع العبقري صاحب الألف اختراع الأمريكي توماس أديسون للمصباح الكهربائي. حسناً، أديسون لم يخترع المصباح الكهربائي كما يظن أكثرنا، وإنما طورهُ بناءً على تجارب من سبقوه لأكثر من 75 عاماً.
ولكن دعونا نركز في مقالنا هذا على أديسون، وأنه فشل تسعاً وتسعين مرة قبل أن يتمكن من التوصل إلى طريقة لإضاءة المصباح الكهربائي، وذلك بعد أن أفرغ الزجاجة من الهواء ثم أقفلها تماماً في العام 1879. لنسأل الآن أنفسنا ما يلي: هل كان يمكن لأديسون أن يتوصل إلى الطريقة الصحيحة لتنفيذ فكرته لإضاءة المصباح الزجاجي لو أنه لم «يوثق» محاولاته الفاشلة ويدرس خياراته الأخرى؟
لي معرفة طيبة بعميد المستمعين محمد صالح بداه، والمعروف شعبياً بـ «أبوعايدة» بحكم طبيعة أعمالنا المشتركة، وهو في الحقيقة لا يألو جهداً في تقديم من المشورة والنصيحة للشباب ما يعينهم على اختراق معترك الحياة، وكان من أكثر ما ينصحني به هو: «لا تغفل عن تدوين أية فكرة تمر بذهنك، فأكثر الأفكار تأتيك عفوية كالومضة، لا تمكث لديك لفترة بل تمر عليك سريعاً لتختفي بعد برهة، فإن أخفقت في تدوينها في حينها سيستعصي عليك تذكرها لاحقاً في خضم هذه الحياة اللاهثة».
يقول الإنجليزي فرانسيس بيكون فيلسوف الثورة العلمية في القرن السادس عشر: «المعرفة هي القوة»، ولكنني أراها قوة مجردة لا يمكن أن تصبح قوة حقيقية حتى يتم توثيقها أولاً ومن ثم تسخيرها ودراسة كيفية الاستفادة منها لتحقيق مآربك.
صحيح أن المعرفة الضمنية لا تندثر لأنها محفوظة في العقل الباطن ولا تضيع بين غياهب ملايين المعلومات المتراكمة في ذلك المستودع الفكري، ولكنها ليست سهلة الاسترجاع دائماً، خصوصاً في عصر يتسم بوتيرة متسارعة لا يكاد المرء يستوعب فيها ما لديه من معلومات قبل أن تتدفق عليها غيرها من مختلف القنوات، سواء من المصادر التقليدية أو من صيحات العصر الحديث المتمثلة في شبكات التواصل الاجتماعي التي أضحت في متناول جيب كل واحد منا، ومن هنا تتجلى أهمية التوثيق، والتي أسهمت تلك الصيحات في تيسيرها لنا من خلال هواتفنا الذكية.
